A shared foundation for digital text processing

bk.text stands for “Basic Text Component” – the next generation of administrative text processing in Germany.

In the future, the new text system will be used in up to eleven federal states, including Baden-Württemberg, Bavaria, Berlin, Brandenburg, Hamburg, Mecklenburg-Western Pomerania, Rhineland-Palatinate, Saarland, Saxony, Schleswig-Holstein, and Thuringia. More than 40,000 employees in courts and public prosecutor’s offices will use it.

In the long term, bk.text will be deployed across all instances and areas of the ordinary judiciary – including public prosecutor’s offices and, later, specialized courts. Serving as a connecting element between case management systems (GeFa, MESTA, web.sta, AuRegis, dabag, forumSTAR), e-file systems (eIP, eAS, e²A), and the paper-based world, the system is a central component of the digital justice landscape and is tailored to the respective state infrastructures.

bk.text forms the core of day-to-day text work within the judiciary – secure, intuitive, high-performance, and accessible.

The custom software is being developed in close, collaborative partnership with the judiciary, partner companies, and subject-matter experts, particularly in the field of accessibility.

As the technical development partner, Intechcore is responsible for the software architecture and implements the application on behalf of the judiciary – using agile, traditional, or hybrid models depending on project requirements.

bk.text is the successor project to forumSTAR-Text, which was also developed by Intechcore. With many years of experience in developing complex judicial systems, Intechcore combines technological excellence with a deep understanding of administrative processes and requirements.

bk.text is based on a modern, modular architecture and is primarily developed in Java and JavaFX.

With the specially developed Text System Language (TSL) – a domain-specific language (DSL) – Intechcore enables the judiciary to independently model and implement domain requirements as well as document-centric processes.

A key quality feature of bk.text is its consistently implemented accessibility. Through deep integration with Microsoft’s UIA interface (User Interface Automation), the application is fully compatible with screen readers, Braille displays, and magnification software – going significantly beyond the standard capabilities of JavaFX.
